This ESSENTIAL deals with the electrical safety rules of devices for exclusively industrial use in Australia. The scope of this ESSENTIAL are manufacturers who want to sell industrial electrical devices to Australia.
The occupational health and safety are not part of this ESSENTIAL. A link is given for information.
This ESSENTIAL describes the electrical safety for devices which are "not In-scope" of the Electrical Equipment Safety System (EESS).
EESS is a subpart of Electrical Regulatory Authorities Council (ERAC). The EESS has fewer participating parties than ERAC. See table. The EESS aims to increase consumer safety through regulating household electrical equipment.
In Australia, technical and safety electrical regulatory functions are largely the responsibility of state and territory governments. A considerable amount of liaison is required between the eight Australian states and territories and New Zealand to coordinate activities around regulatory strategies, policies and ongoing reforms.
Electrical Regulatory Authorities Council (ERAC) is the peak body of electrical safety regulators in Australia and New Zealand.

Industrial electrical equipment is "not in-scope" electrical equipment.
The supplier of electrical equipment that is "not in-scope" still has responsibility to ensure the equipment is electrically safe. This is achieved by meeting the essential safety criteria of AS/NZS 3820, essential safety requirements for electrical equipment which requires the supplier to hold evidence of compliance to the relevant standard.
Examples of equipment which is not in-scope could be:
a commercial bakery oven,
cash register or
mobile phone (please note that the mobile phone ‘charger’ is in-scope equipment Level 3 under – Power supply or charger).
The mobile phone is under regulation Australian Communications and Media Authority (ACMA)
Not in-scope electrical equipment may be required to comply with the Australian Communications and Media Authority (ACMA). At least EMC is regulated by ACMA. Australia regulates almost emission requirements.

The standard AS/NZS 3820:2020 is used similar to the EU Low Voltage Directive (LVD) 2024/35/EU.
The essential safety criteria are given in the standard for industrial and home used devices.
The scope of the standard:
It applies to electrical equipment
- designed for use with a supply voltage; or
- that has an output voltage;
...not exceeding 1000 Volts AC and 1500 Volts DC and intended for the purposes of generation, ...
