Geltende Rechtsvorschriften:
The Standards Law 1957 establishes the legal framework for developing, adopting, maintaining and enforcing official standards in Israel, including the role of the Standards Institution, the declaration of official standards, dealer obligations, European regulation adoption, conformity assessment, enforcement measures and penalties.
A product or a work process may be manufactured, sold, imported, or used in Israel, only if it fullfills on of the follwing conditions.
1. Compliance with the official Israeli standard (§ 9. a(1)(a))
2. Compliance with an international standard (§ 9. a(1)(b))
3. Compliance with a foreign regulation (§ 9. a(1)(c))

4. Compliance with the adopted European regulation (§ 9. a(1)(d))
Israel Import and Export Decree (Import Groups) 5721-2021
Import Groups – Current Framework (Updated 05 January 2025)
Israel maintains a system of four Import Groups that define the compliance and documentation requirements for placing products on the Israeli market. Each official Israeli standard is assigned to one of these groups. The assignment determines whether a model approval, shipment declaration, importer declaration, or full technical file is required.
Import Group 1: Model approval + shipment release confirmation based on the Director General’s requirements.
Import Group 2: Model approval + an importer-held product file including an importer’s declaration that the shipped goods match the approved model.
Import Group 3: Product file including an importer’s declaration of conformity with the applicable mandatory standard.
Import Group 4: Products intended exclusively for industrial use, released under the mechanisms defined in the Free Import Order.
