TITLE 3 - General, Organizational and Specialized Provisions for Safety and Health at Work
Chapter 1 - General Provisions for Safety at Work
Article 17. This Chapter lays down the general provisions for safety at work to be observed in the following areas:
I. Buildings, premises, facilities and work areas;
II. Fire prevention and protection;
III. Use of machinery, equipment and tools;
IV. Handling, transportation and storage of materials;
V. Handling, transport and storage of Hazardous Chemicals;
VI. Driving motor vehicles;
VII. Work at height;
VIII. Work in confined spaces;
IX. Pressure vessels, cryogenic vessels and steam generators or boilers;
X. Static electricity;
XI. Welding and cutting activities, and
XII. Maintenance of electrical installations.
The provisions of this Chapter shall be supplemented by those of a specific nature contained in the applicable Rules. (Note: Specific NOMs)
Article 20. For the use of machinery, equipment and tools, operators must:
I. Prepare a study to analyze the risk to which workers are exposed;
II. Have a specific program for its revision and maintenance;
III. Have the procedures for its operation and maintenance;
IV. Install protectors and safety devices where appropriate;
V. Promote ergonomic aspects in its use;
VI. Provide the Personal Protective Equipment required for its operation;
VII. Inform workers about their use, conservation, maintenance, place of storage and safe transport;
VIII. Train workers for the safe operation, and
IX. Keep records of the results of review and maintenance.

The Mexican scheme of mandatory standards (NOM) is not comparable with the EU legislation (e.g. Machine Safety Directive and harmonized standards)....
