Anwendungsbereich des Regulatory Essentials

This ESSENTIAL describes the safety of electrical equipment in explosive atmospheres requirements of Singapore, based on the Workplace Safety and Health Act and Regulations. There is no specific "ATEX-Law" comparable with the EU legislation. Explosive atmospheres are covered by the regulations regarding MHI (Major Hazard Installation). For plants and premises in Singapore, there is an obligation of registration, to be performed by the operator.

Art. 26 Precautions with regard to explosive or flammable dust, gas, vapour or substance (1) Where any process in a plant used in a workplace gives rise to dust, gas, vapour or substance that may escape into any place of work and the dust, gas, vapour or substance that may escape is of such a character and is to such an extent as to be liable to explode on ignition — (a) all reasonably practicable steps shall be taken to prevent such an explosion — (i) by enclosure of the plant used in the process; (ii) by removal or prevention of accumulation of the dust, gas, vapour or substance; (iii) by exclusion or effective enclosure of possible sources of ignition; or (iv) by the use of suitable flame-proof equipment; and PART 5 - REGULATED FIRE SAFETY PRODUCTS Art.66 - Regulated fire safety products must be compliant, means: a) tested by an accredited laboratory for compliance with the applicable standard for the regulated fire safety product; b) complies with the applicable standard for the regulated fire safety product; c) needs a compulsory valid certificate of conformity The regulated products are listed under Schedule 1 of the Fire Safety (Regulated Fire Safety Products) Regulations 2020 (see Link/Reference to other reference documents) Workplace Safety and Health (Major Hazard Installations) Regulations 2017 Part 2, Art.4) The operator of a major hazard installation must take all measures necessary to reduce the risk of major accidents to as low as is reasonably practicable and to limit the consequences of major accidents. Dangerous substances are listed in the First Schedule (e.g., Acetylene, Ammonium nitrate, Hydrogen, Liquified flammable gases, Petroleum products and alternative fuels) and under Section ‘P’ – PHYSICAL HAZARDS (Flammable gases, liquids and solids, Aerosols, Self-reactive substances and mixtures, Oxidizing Liquids and solids Major Hazard Installations are defined in the Schedule 2.
